NR-1 is the Regulatory Standard that establishes the general guidelines for Occupational Safety and Health (OSH) in Brazil. It requires all companies governed by the CLT (Consolidation of Labor Laws) to implement Occupational Risk Management (GRO) and the Risk Management Program (PGR), including the mandatory management of psychosocial risks. NR-1 serves as the foundation for all other health and safety regulations, defining the rights and responsibilities of employers and employees. Occupational Risk Management (ORM): Requires companies to identify hazards, assess risks, and implement preventive measures. Psychosocial Factors: Companies are obligated to monitor and control risks to mental health in the workplace (such as stress, burnout syndrome, overload, and harassment).
Contractors and Subcontractors: Requires the contracting company to provide security measures for service providers (including self-employed individuals) and synchronize security actions when risks impact both parties. Right to Refuse:
Workers may interrupt their activities upon identifying a serious and imminent risk to their lives or the lives of others, without suffering unjustified consequences. Application and Enforcement: Compliance with NR-1 is mandatory for organizations and public bodies that have employees hired under the CLT (Consolidation of Labor Laws) regime.
Failure to comply may result in inspections, high fines, labor lawsuits, and even the closure of the company. Inspections are carried out by the Ministry of Labor and Employment (MTE) through the Labor Inspection Secretariat.
